The Massachusetts Treatment Center, located within the Bridgewater Correctional Complex is a unique facility containing both civilly committed and sentenced sex offenders. The population consists of a capacity of 350 state inmates and 187 civil commitments. The facility was originally administered by the Department of Mental Health, with security being provided by the Department of Correction. Civil commitments resulted from a criminally convicted individual being legally determined to be a "sexually dangerous person" (or SDP) as defined by M.G.L. Ch. 123A, resulting in a ‘day to life’ commitment. In September of 1990 the Massachusetts Legislature repealed portions of Chapter 123A thereby discontinuing civil commitments to this facility. The administration of the facility became the responsibility of the Department of Correction in July of 1995, also resulting from changes in legislation. In May of 1997 this facility began admitting 300 state inmates in a new housing unit.

The mission of the facility is to provide sex offender treatment in a secure setting. The provision of treatment services is administered through a contract with a private not-for-profit organization, Justice Resource Institute. The treatment program design comprises specialized sex offender treatment for the SDP population and Phases I-III of the Department’s Sex Offender Treatment Program as well as the sole Department facility providing Phase IV; the Intensive Sex Offender Treatment Program for the inmate population.

The Department is planning to bring closure to the long-standing consent decree pending in U.S. District Court concerning conditions, operations and treatment services at this facility.
